What Is This Rash I Saw On A Dog We Saw A Ranch?

Well We Went To A Equine Ranch To Look For A Dog And We Found This Cute Border Collie Named Jasmine. We Were Talking With The Volunteers And They Had To Quarantine Her. I Mean They Took A Lab Test And Tested For Ringworm, I Mean It Didn’t Look Like It Though. The Symptoms Were In One Part Of Her Body The Chest There Was Hair Falling Out And There Were Red Bumps Similar To Acne But Without Puss. They Were Treating Her And She’s Recovering Fast. Please Help!!

Just from the picture and the thin hair on her chest and your description it looks like a little puppy pyoderma ( skin infection)
Not contagious. Putting her in quarantine isn’t really a good idea with a pup of her age because it could hinder her socialization.
